Hydrogen energy is a kind of green, low-carbon and widely used secondary energy with rich sources, which is of great significance for building a clean, low-carbon, safe and efficient energy system and achieving the goal of carbon peaking and carbon neutralization. The Opinions of the Central Committee of the Communist Party of China and the State Council on Completely, Accurately and Comprehensively Implementing the New Development Concept and Doing a Good Job of Carbon Peak and Carbon Neutralization requires that the overall chain development of hydrogen energy "production, storage, transportation and use" be promoted as a whole, the construction of hydrogen refueling stations be promoted, the tackling of low-carbon frontier technologies such as renewable energy hydrogen production is promoted, and the research, development, demonstration and large-scale application of key technologies for hydrogen energy production, storage and application be strengthened. The Notice of the State Council on Printing and Distributing the Action Plan for Carbon Peak by 2030 clarifies that we should accelerate the research and development and demonstration application of hydrogen energy technology, and explore large-scale application in industries, transportation, construction and other fields. The Outline of the Fourteenth Five Year Plan proposes to organize and implement the future industrial incubation and acceleration plan in frontier science and technology and industrial reform fields such as hydrogen energy and energy storage, and plan to layout a number of future industries. In order to promote the standardized, orderly and high-quality development of the hydrogen energy industry, with the consent of the State Council, the National Development and Reform Commission and the National Energy Administration jointly issued the Medium and Long term Plan for the Development of the Hydrogen Energy Industry (2021-2035) (hereinafter referred to as the Plan).
The Plan defines the energy attribute of hydrogen, which is an integral part of the future national energy system. It gives full play to the clean and low-carbon characteristics of hydrogen energy, and promotes the green and low-carbon transformation of energy consuming terminals such as transportation and industry, and industries with high energy consumption and high emissions. At the same time, it is clear that hydrogen energy is the key direction of strategic emerging industries, and is a new growth point for building a green low-carbon industrial system and industrial transformation and upgrading.
The Plan puts forward the basic principles for the development of hydrogen energy industry: first, innovation and leading, self-reliance and self-improvement. We will actively promote innovation in technology, products, applications and business models, focus on breaking through technological bottlenecks in the hydrogen energy industry, and enhance the stability and competitiveness of the industrial chain supply chain. Second, safety first, clean and low-carbon. Strengthen the prevention and control of major risks in the whole hydrogen energy industry chain; Build a clean, low-carbon and low-cost diversified hydrogen production system, focus on the development of hydrogen production from renewable energy, and strictly control hydrogen production from fossil energy. The third is market leading and government guiding. Give play to the decisive role of the market in resource allocation, and explore the commercialization path of hydrogen energy utilization; Give better play to the role of the government and guide the standardized development of the industry. The fourth is to apply steadily and cautiously, with demonstration first. Considering hydrogen energy supply capacity, industrial base, market space and technological innovation level, actively and orderly carry out hydrogen energy technological innovation and industrial application demonstration, and avoid blind layout and crowding in some places.
The Plan puts forward the goals of each stage of the development of hydrogen energy industry: by 2025, we will basically master the core technology and manufacturing process, have about 50000 fuel cell vehicles, deploy and build a number of hydrogen refueling stations, achieve the hydrogen production from renewable energy of 100000 to 200000 tons per year, and achieve carbon dioxide emission reduction of 1 to 2 million tons per year. By 2030, a relatively complete technological innovation system for hydrogen energy industry and a clean energy hydrogen production and supply system will be formed, which will strongly support the realization of the carbon peak goal. By 2035, a diversified application ecology of hydrogen energy will be formed, and the proportion of hydrogen production from renewable energy in terminal energy consumption will be significantly increased.
The Plan has deployed important measures to promote the high-quality development of the hydrogen energy industry: first, systematically build an innovation system for the hydrogen energy industry. Focus on key areas and key links, strive to build an industrial innovation support platform, continue to improve core technical capabilities, and promote the construction of professional talent team. The second is to coordinate the construction of hydrogen energy infrastructure. The hydrogen production facilities shall be arranged according to local conditions, and the storage and transportation system and hydrogenation network shall be steadily built. Third, orderly promote the diversified application of hydrogen energy, including transportation, industry and other fields, and explore the formation of a commercial development path. Fourth, establish and improve the hydrogen energy policy and system guarantee system, improve the hydrogen energy industry standards, and strengthen the safety supervision of the whole chain.
The Plan requires that the National Development and Reform Commission establish an inter ministerial coordination mechanism for the development of hydrogen energy industry, coordinate and solve major problems in hydrogen energy development, and study and formulate relevant supporting policies. All regions and departments should fully understand the importance of developing the hydrogen energy industry, integrate their thoughts, understanding and actions into the decision-making and deployment of the Party Central Committee and the State Council, strengthen organizational leadership and overall coordination, compact responsibilities, strengthen policy guidance and support, and ensure that the planned goals and key tasks are implemented by taking pilot demonstration, publicity guidance, supervision and evaluation and other measures.
